Axiom, let us try to sought out a definition. I say this vid topic is corruption. I suspect you would call it conspiracy.

However, the meaning of "corruption" in the context of national subjugation requires hundreds of conspirators - an impossible proposition to keep secret.

Firstly , do not assume it requires 'hundreds of conspirators'
it works by a top-down heirarchical , need-to-know , basis .

eg the bank teller does not know what the bank manager's doing , the bank manager does not know what his boss in Zurich is doing ?
