Default How To Fill In These Numbers To This Chess Board?

Hi to all of you guys, I'm new here…
May this thread fits on this section. A friend of mine gave me this enigma to do, written in excel. I attach the file below, name 40x40.xls.

Enigma:
There is a 40 rows x 40 columns matrix. Inside matrix is infinite numbers which appears four times each in every columns.
Here I gave the example table that have been filled in for numbers 0,1,2,3. By finding the patterns/ formulas, can you help me to extend the table to fill in for the next larger numbers 4,5,6,7, and so on.

Its Sudoku on steroids that is. I think I'll have to come back to you later to figure that one out, but it looks like a challenge and I like a challenge.

Unless someone figures it out before I do....
