Nor should it. The ACF is not the problem. It is who is running the ACF that is the problem.

In particular those who regularly post at Chess Chat and who also serve on the ACF as Presidents and Vice Presidents and Deputy Presidents - they are the one's who should leave for the good of that organization and Australian chess as a whole.
But I admire their legal officer Dennis, except he was too quiet when perving over toilet walls debate was going on. I think he wanted payment up front.

The fee is called (according to a motion copied to me by the ACF Treasurer)
the ACF Schools Teams Levy.
In spite of its very specific name it turns out it is a general levy that just goes straight into ACF general funds.

It is set by the ACF nationally at $6600 in each of the past three years.
Because Victoria has 24.8% of the population then we are levied 24.8% of the $6600. The fee payable by Victoria is calculated as $1650 (example figures).

When a local tournament promoter hosted the Australian School Teams Championship last year she was horrified to find that little of the levy was actually available to the event held at Scotch College, Victoria.

Instead, the ACF has handed most of the funds to the AusJCL.
Just an update to round out the issue in this thread; the most recent ACF invoice contains the changed name for the levy.
Now being referred to as
Junior and General Development Levy [JGDL] (formerly Australian School Teams Levy)

I am not sure if there is a new definition of scope and applicability of the levy.
