Neither King move draws.
Kh2 is mate in 12.
Kf2 is mate in 14.

The only move that draws is Ne1.

Not at all.
After Ke3 then Nxg2 draws.

I agree. Its a strange position for an endgame, but after Ne1 there is simply no way for black to push through and win.
