Outwards correspondence a. Newsletters distributed through CV News e-mail facility. Regular advertising for events held by affiliated Clubs continues. b. Licence requests. Correspondence with Chess Kids Inc. discussed and Secretary to write latest advice. 4. To note events and decisions by other organisations: a. Australian Championship 2012 bid. GW responsible for flyer production. b. Victorian player of the month. Others, to be advised by any Executive member at the meeting. Decision taken and LS to arrange broadcast to web and e-mail list. James Morris – March; Darryl Johansen – April; i. ACF delegate (LS). Table recent ACF minutes and resolutions. No recent business. ii. Re-affiliation of Clubs. St. Kilda/East Caulfield application received. Secretary to draft response after review of constitutional requirements. c. Australian Junior Championships to be hosted by MCC. 5. Report by Treasurer a. Record in the minutes all decisions regarding licensing of commercial coaches. i. Sighting of i) WWC certificates, ii) Insurance covers. iii) ABN optional. b. Accounts status. Report status tabled. c. Purchase of DGT clocks. Quote to be sought by LS. 6. Each member of the Executive has accepted the need to occupy an operational position on the attached Organisation chart. The Secretary to bring the chart up-to-date. i. Visits made. A variety of clubs visited by executive members during the past two months. 7. Inwards Correspondence a. From David Cordover re licence: Discussed as noted above. KS to write response. b. From David Cordover re distribution of links to ‘On The Move’: LS to write response. c. From Grant Szuveges re ANZAC Weekender rating fees: No precedent for waiving rating fees & CV does not wish to create one in this instance. 8. Report on progress on the 2011 Team Championship. a. Round 1 of tournament played at Box Hill. 3 Divisions of 7, 7 & 4 teams respectively. To continue in coming months. 9. Event-hostings; status review: a. The Victorian Championship. i. 2011 Due to unavailability of the Elwood venue 3 rounds need to be re-located. LS to arrange alternatives. ii. 2010 playoff. Scheduled for July. b. The Victorian Blitz. Scheduled with AGM, but no venue as yet. c. The Victorian Interschool Finals. Dates and venues now set; listed on the CV web-site. Dates set for Secondary & Primary girls finals; Secondary Open to be advised. d. The Teams Championship. See 8 above e. The Australasian Masters (Incorp. The Victorian Masters). It remains an objective of the CV Executive to continue with this long-standing event. However, it remains necessary to achieve substantial external sponsorship to keep the finances of the event viable. Tournament Organiser Leonid Sandler to organize. I think the qualifying section information could use an overhaul. To be honest it doesn't seem easy to work out a clear path for an interested school. I understand that Chess Victoria people are busy, but it would help if the application process was stream lined so that interested schools could play in these events.

The item was still on the agenda because there has been substantial debate to introduce two semi-finals and thus greatly reduce the size of the Final. The Final in the past couple of years has been over-popular. MOZ*

Licence requests. No new applications received. 4. To note events and decisions by other organisations: a. Australian Championship 2012 bid. Advice that the CV President and the ACF President are assisting the Geelong CC with their plans for this allocated Championship & are both now on the organising committee. b. Victorian player of the month. Others, to be advised by any Executive member at the meeting. May – Justin Tan; June – Domagoj Dragicevic & Eric Teichmann; c. ACF delegate (LS). Table recent ACF minutes and resolutions. ACF DGT Boards hopefully in Melbourne by August for Oceania Seniors Championship. This may also give an opportunity to test the boards in preparation for the Australian Championships at the end of the year. d. Re-affiliation of Clubs. St. Kilda/East Caulfield application under consideration. Provisionally affiliated. Vote 4-0 with DJ sitting out. e. Australian Junior Championships to be hosted by MCC. CV tables and clocks to be made available for this event in January 14-23 2012. 5. Report by Treasurer a. Record in the minutes all decisions regarding licensing of commercial coaches. • Sighting of i) WWC certificates, ii) Insurance covers. iii) ABN optional. Current licence approvals still current for the remainder of 2011. b. Purchase of DGT clocks. Quote to be sought by LS. Work in progress. Any Clubs looking to be associated with re-supply at best prices that can be arranged should contact LS. 6. Each member of the Executive has accepted the need to occupy an operational position on the attached Organisation chart. The Secretary to bring the chart up-to-date. • Visits made or planned. Geelong, Adelaide, Queensland...all visits for other main purposes, but opportunity being used to further the publicity of the 2012 Australian Championship. 7. Inwards Correspondence a. From David Cordover. Response sent by CV Secretary. Closed. b. From Grant Szuveges re populating the Calendar Tab in the CV web-site. • The Executive reviewed the history of CV providing a composite calendar over the past 15 years. 1) the paper-based composite produced by GW was used universally until about 1999 when two Clubs launched into local web-site calendars. 2) Over the years to 2009 most Clubs caught onto building web-site calendars. Those that struggled were assisted by CV with the template Google calendar being used for the Clubs that were yet to build a functioning web-site. This strategy enabled full view of all Club activities; but there were maintenance_accuracy issues in the composite view as Clubs made changes to their local view without giving notification through a formal change procedure. 3) The Executive resolved that future policy for the CV calendar would include only • State events • Grand Prix events held in Victoria • A list of links to the website calendar of each and every affiliated Club. The e-mail distribution service using CV database of e-mail addresses will continue to be available for advertising upcoming local events. 8. Event-hostings; status review: a. The Victorian Championship. • 2011. Entries close July 17. Dates & venues on website. • 2010 playoff. Scheduled for July. LS to confirm time & dates with players. Format for playoff is to be 2 ‘classic’ games (90 minutes + 30 seconds per move); If still tied, then 2 rapid games (15 minutes); If still tied, 1 ‘Armageddon’ blitz game (white 6 minutes v black 5 minutes; black has draw odds) b. The Victorian Blitz. Scheduled with AGM. LS to discuss 27/11 or 4/12 with the MCC. c. The Victorian Interschool Finals. Dates and venues will be listed on the CV web-site. Dates to be finalised by 15/7/2011 and advised through e-mail distribution. October 17 – Secondary final; October 18 – Girls final; Primary schools venue & dates to be set & most likely will need semi-finals as well as finals. d. The Teams Championship. Two matches from round 1 are still outstanding and this is of some concern. LS to arrange contact with Team captains to catchup backlog. e. The Australasian Masters (Incorp. The Victorian Masters). It remains an objective of the CV Executive to continue with this long-standing event. Hello from the President
In the Winter months we saw a lot of chess activity around our State plus many Victorians successfully played in various overseas events. No wonder that in the latest ACF rating list we have 22(!) Victorians in top 25 busiest players in the country. Victoria is the best place to play chess and improve your skills!! Amongst many fine performances in the third ratings quarter was junior Matthew Cheah (ACF rating 1429) who gained a massive 238 rating points and occupied first place in the most improved list. It is interesting to note that Matthew is captain of Deepdene Primary School who are the current national chess champions. Congratulations to FIDE Master Dusan Stojic for winning a play-off match for the Victorian Championship title 2010. Dusan played Chris Wallis in two games at classic time-controls, drawing the first and winning an exciting second. These games can be viewed through this link Victorian Championship *2010* The Victorian Championship 2011 created history with FIDE Master Bobby Cheng become the youngest Victorian chess Champion ever! Congratulations Bobby! We were all were pleased to see a return to State chess scene by our most decorated player GM Darryl Johansen who came second. The tournament produced a very exciting finish with 5(!) players having chances for the Title before the last round. In Victorian Championship Reserves tournament David Garner outclassed the field with amazing score of 8.5 points from 9 games. He has qualified for the next year Victorian Championship. *** Many of our clubs conducted various tournaments and other activities. Here is the brief summary. • Once again Noble Park chess club conducted an Open Day in September with many people participated in lectures and simuls with new members joining club. Their Club newsletter is amongst the best (in my opinion the best!) in the country. Melbourne Chess Club has resurrected a great Victorian tradition---Skittles chess tournament. Club Champion GM Darryl Johansen winning this fun event. Box Hill Chess club hosted the JETS squad with top juniors in Australia being coached by our finest coaches. At one session of the week there were 5 tournaments running simultaneously at their venue: The Vic Championships, the Vic Reserves, the Vic Teams, the BHCC FIDE-rated Invitational, and the Canterbury Winter Swiss. Oceania Senior Championship 2011 was held at BHCC and saw popular Victorian International Master Mirko Rujevic winning the title. Well done Mirko! Croydon Chess club ran a very popular Guy West Classic Grand-Prix weekender. Hobsons Bay saw good attendance in Best in the West traditional weekend event with excellent media coverage. *** Many Victorians successfully played in overseas events. Here are some highlights. • Bobby Cheng won International tournament in New Zealand scoring his first IM norm on the way. Second and third in this prestigious event were D.Johansen and I.Goldenberg. Bobby Cheng and James Morris showed their high class in Dato Tan tournament in Malaysia. Savithri Narethran performed well in World Girls Championship in India. *** With great sadness we learned passing away of two Victorian chess stalwarts. Mr.Nick Emodi was probably the oldest chess player in Victoria , founder and driving force behind Elwood Chess Club. Nick was 95 years old. Mr.Mirko Kudric one of the tireless workers in Dandenong Chess club. ACF President Gary Wastell reported that Club members at his funerals were told by his son Harry:" I know one of his main passions in life was his chess games with all of you". *** Spring promises to be busy as well. Here are some coming attractions. • Victorian Teams Championship will gain momentum. • Victorian Interschool Finals in different categories(September-November). Full details on CV website index (CV looking for expression of interest for potential arbiters for these events. Please make application to my email address if you are interested in an arbiter role in the Interschool Finals.) • Melbourne Cup weekender. Victorian Blitz Championship 2011 will be held December 4 in Melbourne chess club just before Chess Victoria AGM • Chess Victoria are inviting bids to conduct the Victorian Junior Championships 2012, and the Victorian Open Championship 2012. Please submit your bids before November 1/2011. • Of course, in December Australian Championships are coming to Victoria( Geelong) and in January 2012 Australian Junior Champioship organised by MCC will be held in Melbourne(Spensley St Primary School). Outwards correspondence Nil 4. Inwards Correspondence a. Emails re: AGM motions (Cordover, Szuveges, Wong, etc) Various opinions & viewpoints noted. Most issues covered in discussions elsewhere in the meeting. 5. Events and decisions: a. Australian Championship 2012 Low entries at present, but slowly building b. Australian Junior 2012 Excellent numbers, with over 160 already registered. CV & MCC clocks to be used at event. Possibility of DGT transmission of top board games to be discussed with AJC committee. c. Victorian player of the month. No decision made as yet for October d. ACF delegate (LS) to table recent ACF minutes and resolutions. Kevin Bonham tabled his report on the FIDE conference in Poland – main points being OCC admitted as an affiliated organisation & Tornelo application for FIDE approval as a pairing program was deferred. 2013 Australian Juniors awarded to Queensland. No bid for 2013 Australian open, though ACT suggested as a possibility given 2013 is Canberra’s Centenary year. FIDE to introduce Rapid & Blitz ratings in the near future. 2012 will see two Grands Prix in operation, an Oceania Grand Prix, for FIDE rated events in the Oceania region, as well as an ACF Grand Prix, with reduced fees for higher category events. e. Re-affiliation of Clubs. Dandenong have paid affiliation fee. Darkhorse have not. New St Kilda club to be invoiced. 6. Report by Treasurer a. Accounts status. TS tabled a comprehensive report, with Profit & Loss statement for year to September 2011, Balance sheet as of September 2011, breakdown of monies paid to the President for services, as well as comments on the report. Action item: TS to prepare statement of all monies paid to Executive members for services, for presentation at upcoming AGM. 7. Visits made or planned DJ visited Waterford Park village. Small but keen group of players in a community, where chess is one of a number of activities offered to residents. 2 chess clocks were donated to the group. Possibility of seeking CV assistance to arrange competitions between other communities in the area in the future. 8. Events - Hosting; status review: a. The Victorian Championship. Format & timing options considered. 2011 schedule with up to 3 games per week seen as too demanding. Action item: Dates & format of event for 2012 to be considered & discussed by email. b. The Victorian Blitz & AGM. Agenda distributed to clubs for December 4 meeting. c. The Victorian Interschool Finals. 2011 events successful. Planning already underway for 2012 finals. d. The Victorian Teams Championship. There have been some issues with results of the competition & as a result website updates have been somewhat slow. Clubs outside Melbourne metro area like the format, although there are still some issues with scheduling & forfeits that need to be resolved for 2012. e. The Australasian Masters (Incorp. The Victorian Masters). Planning ongoing & most of field is set for this event to be held in December. Motion: $1250 sponsorship to be given to the Australasian Masters event (passed 4-0; LS abstaining) f. 2012 event hosting nominations i. Victorian Open bids Bids received from Melbourne Chess Club & Box Hill Chess Club. Box Hill awarded Victorian Open for 2012 (passed 4-0; TS abstaining). MCC to be thanked for submitting their bid. ii. Victorian Junior bids Bids received from Canterbury Juniors & Ranges Chess Club. Canterbury Juniors awarded Victorian Juniors for 2012 (passed 4-0; TS abstaining). Ranges to be thanked for submitting their bid. g. 2012 Calendar 2012 calendar starting to take shape, although dates for Victorian Champs, teams events still to be decided. 9. Follow-up on previous correspondence. Nil 10. AGM a. Agenda Distributed to clubs b. Notices of Motion Motions at AGM were discussed. It was noted that motion a (releasing RD data) would not be allowed (if passed at the CV AGM) to be put to the 2012 ACF National Conference as a motion, but could be put to the Conference as a recommendation to council. Alternatively, if passed by CV AGM, the motion could go to the 2013 ACF National Conference. CV are happy to facilitate this process if the motion is passed at the AGM, but have no set position on the matter. Motion b (releasing tournament data for Tornelo display) was considered to be a task that the mover of the motion could undertake himself by contacting tournament organisers. CV are happy to facilitate the process (subject to the constraints outlined in a) if the motion is passed at the CV AGM. Motion c (CV to run schools events) is at odds with CVs current philosophy of allowing the many coaching organisations in Victoria to be involved in the schools teams competition. It was also noted that without a separate Junior Chess League (as places like NSW, ACT & ACF have), Chess Victoria may not have the resources available to run these events itself. Motion d (CV to run Victorian Junior events) is also at odds with current CV policy, as CV has a club-based structure, the executive feels that it is in the best interests of its members to allow them the opportunity to bid for hosting rights for these prestigious annual events. c. Minutes of Executive meeting #1 of 2011/2012 Executive. Monday 19 December at 2:00pm at Melbourne Chess Club. <66 Leicester St, Fitzroy> 1. Open meeting 2:10pm. Leonid Sandler welcomed new executive members Grant Szuveges (GS) & NY Wong (NYW). 2. Apologies Darryl Johansen 3. Outwards correspondence Nil 4. Inwards Correspondence Emails from Narelle Szuveges re: tournament ideas – to be considered later in meeting under appropriate agenda items. Email from Russell dl la Lande & David Grenness re: Incorporations Act compliance – dealt with at AGM. 5. Events and decisions: a. Australian Championship 2012 Applications for Championship division to be decided in next day or two. Just over 100 entrants in Championships & Reserves tournaments. b. Australian Junior 2012 Approximately 220 entries so far. Expecting 250-300, with most being under 12 entrants. CV to supply some equipment for this event (clocks). c. Victorian player of the month. d. ACF delegate (LS) to table recent ACF minutes and resolutions. 2013 Australian Juniors to Queensland; no bids at present for 2013 Australian Open; e. Re-affiliation of Clubs. Elwood status unclear. Club disbanding. KS to check Constitution, etc for process for removal of club affiliation. Hobsons Bay/Yarraville not an incorporated body, so technically unable to be an affiliated club. KS to send letter to club regarding affiliation. Darkhorse also not incorporated & has not paid affiliation fees. St Kilda & Prahran are currently provisionally affiliated & will become fully affiliated in the future. Dandenong financial, but report declining numbers. Other clubs up-to-date financially. 6. Report by Treasurer a. Accounts status. TS tabled a list of all transactions made by CV from October to early December. TS to forward a P&L summary to executive members. NYW suggested that itemised accounts should be tabled at executive meetings at the conclusion of all CV events. There was some discussion around the purposes & processes involved & the following motions were voted on: i. A fully itemised financial summary is to be tabled at executive meetings following all Chess Victoria run events. Moved KS, seconded GS, passed 5-0. ii. A fully itemised financial summary is to be tables at executive meetings following all Chess Victoria hosted events with a profit sharing arrangement. Moved GS, seconded NYW, passed 5-0. iii. An itemised financial summary is to be tabled at executive meetings following all Chess Victoria zonal qualifiers. This is to include the following items: Details of the event (date, venue, organiser), number of players, licence fee paid to CV & amount charged to participants. Moved GS, seconded NYW, passed 5-0 7. Visits made or planned Executive members have visited the following clubs since the last executive meeting: Melbourne, Box Hill, Noble Park, Croydon, Prahran & Canterbury Juniors. Visits are planned for the upcoming Australian Championships in Geelong & the Australian Junior in Melbourne. 8. Events - Hosting; status review: a. The Victorian Championship. The executive discussed the various options available for the 2012 Victorian Championships & decided on the following general items for the 2012 event: Championship: 12 players, 11 rounds, round robin format. Scheduling: 3 games each fortnight, starting in early May. Postponements: Maximum 1 per player, with set dates available for postponed games to be played on. Venues: 5 rounds at Melbourne CC, 5 rounds at Box Hill CC, 1 round at Noble Park CC. BHCC to host rounds 1 & 11 due to DGT coverage. Reserves to a 9 round swiss held at MCC on Thursday evenings starting in May. There is to be a break in the schedule for the Victorian Juniors Action: GS to organise schedule & dates. b. The Victorian Teams Championship. The executive discussed various options available for the 2012 Victorian Teams Championship & decided on the following general items for the 2012 event: Event to be played at 1 game per month (7 rounds in groups as per 2011 event). Fixed dates for games, with a home/away format. Common venues for first & last rounds (round 1 MCC; last round BHCC) Events to be both FIDE & ACF rated Action: GS to liaise with clubs to organise dates & schedule. c. The Australasian Masters (Incorp. The Victorian Masters). Rujevic to be contacted regarding withdrawal from tournament. Any action to be taken will happen once this contact & discussion has taken place. d. 2012 Calendar To be organised shortly. 9. Follow-up on previous correspondence. Various general positions on CV need to be filled. Various executive members took on the following roles: Ratings officer – NYW Schools Co-ordinator – LS Tournaments – GS/KS Interclub – GS Club liaison – DJ The following positions remain unfilled or looking for a possible replacement for the incumbent: Publicity officer, CV Newsletter editor, Trophies co-ordinator, Webmaster; NYW suggested the idea of trying to arrange a match with a foreign city to give strong players more opportunities to play other strong players outside of Australia, with the idea of a ‘Sister City’ style match being a possibility, with teams travelling/hosting the event in alternate years. NYW to investigate this possibility. 10. AGM a. Review KS tabled & emailed the draft minutes for the recently completed AGM. To be reviewed in coming weeks & any changes or corrections noted. 11. Australian Championship 2012 Completed. Won by GM Johansen. Some issues with lower than expected numbers & organisational issues before tournament, but event itself was well run. b. Australian Junior 2012 Completed. Won by Alistair Cameron. Good numbers. Some concerns about younger age groups & recording of moves, as well as numbers for older girls events. Well run overall. c. The Australasian Masters (Incorp. The Victorian Masters). TS tabled financial report for this event. Revenue neutral (income = expenses) d. Victorian player of the month. GM Darryl Johansen (winner of Australian Championships & Queenstown Open) e. ACF delegate (LS) to table recent ACF minutes and resolutions. Australian Championships/Open now has a $4000 guarantee against loss from ACF; $500 contributed to Australasian Masters by ACF; $400 to Australian (or Oceania) Young Masters event through an increase in funding to AusJCL. f. Re-affiliation of Clubs. Darkhorse to be provisionally affiliated (not incorporated); Elwood is closing; Dandenong recently paid fees, but numbers dropping; Hobson’s Bay currently not incorporated (KS to follow-up); g. Motions proposed by Grant Szuveges: i. That CV reserve the right to fine a player up to $500 for an unapproved withdrawal from a round robin CV run event. If the withdrawn player refuses to pay the fine, they will not be admitted into future CV events for the next 3 years. Passed 3-2 (LS abstaining). ii. That players who have previously withdrawn from CV events pay a bond of $100 when entering CV events. On completion of the tournament, they are to receive their bond back in full. If they do not complete the tournament, CV reserves the right to keep the bond. Passed 4-1 (LS abstaining) 6. Report by Treasurer a. Accounts status. TS tabled P&L statement for period from last meeting to this one, along with a list of transactions made during that period. Also financials from Australasian Masters as noted above. Most transactions were incoming rating fees from clubs. 7. Visits made or planned Executive members attended the recently completed Australian Championships at Geelong & the Australian Junior at Spensley St School. Executive members also visited the following clubs: Melbourne, Box Hill, Prahran, Noble Park. 8. Events - Hosting; status review: a. The Victorian Championship. To be run in May & June. Reserves on Thursdays at MCC. Exact schedule of Championships to be finalised in coming week & posted on CV website. b. The Victorian Teams Championship. GS has contacted most clubs in relation to this event. Expecting a similar number of teams to last year’s competition. GS to continue to liaise with clubs & finalise a schedule in coming weeks. Dates finalised for schools finals, though dates for Primary Schools semi-finals to be arranged. e.
