I've had the misfortune of attending one CV meeting last year. Basically it went:
Sit down DC stands up, asks why fees paid to Sandler's company for arbiting a CV event had been left off profit-loss/balance sheets vague response followed by Johanssen becoming irate (we're talking red as ketchup irate here) and feeling it necessary to give us 'a bit of history about how David Cordover hates competition'. long story short- it's fairly clear there's an intense, personal dislike between at least 2 of the voters (hacche i have no idea about) and Cordover. AC were they shown in Income and Expenditure? |

They were not shown anywhere. At which point Sandler was told he may become personally responsible for a huge penalty fee and the meeting was basically adjourned so proper books could be compiled before we voted on critical issues.

The 2010 Treasurer resigned about 1 month before the AGM. Only the detail derivable from the bank balances could be tabled at the AGM. Quite rightly, the delegates then scheduled a follow-up SGM. The SGM was held in February 2011.

In 2011 we have many exciting events for players of all standards from beginners to the best players in Australia. Victorian chess players have many opportunities to play and enjoy chess. From bullet blitz marathons to the exclusive Australian Chess Championship, from State Team Championship events to variety of Rapid chess tournaments, from Rookies Cup to Fischer Random tournaments, endgame or opening strategy lectures---we are all spoilt for choices and can always find event for our liking. There is always something for everyone. In a few occasions we saw up to 4 different tournaments had been played simultaneously in one venue on the same night. Lets have a look around some of our clubs. In 2011 Noble Park Chess Club have celebrated 5th birthday in style producing an outstanding very colorful newsletter. NPCC is truly become a hub in south-eastern suburbs of Melbourne with many events being held there including one round for Victorian Championship 2011. It’s very nice to see Victorian Champion 2010 FIDE Master Dusan Stojic amongst others working with beginners in the club. I am sure that Dusan who had been elected a new club President for 2012 together with committee will make sure that Noble Park Chess Club will have even brighter future. Long live NPCC and well done! Melbourne Chess Club the oldest club in Southern Hemisphere (circa 1866) is always open for new initiatives and ideas. The club premises are open every day and catering for the players of all standards. MCC is the capital for speed chess in our state and they running weekly Rapid chess events catering for many players who cannot commit to play long events. For super speed chess aficionados there are blitz or bullet events. These tournaments are very popular and giving many players’ (who are busy to commit to play in long events) opportunities to pursue their chess passion in one-day events. With introduction of FIDE blitz and Rapid ratings these events will become even more popular. Of course there many are opportunities to play in long time control tournaments.2011 saw the possibly the strongest Club Championship ever. Our most decorated player Club life member and CV Vice-President Grandmaster Johansen won the tournament ahead of many top players. MCC committee is working on a project to see Melbourne Cup weekender to become big Melbourne International Open event. At the moment MCC is busy organizing Australian Junior Championship 2012(January 14-22) and we would like to see this event best attended in Australian Junior Championship history with around 200(!) players already entered. Box Hill Chess Club together with Canterbury Junior Chess Club (they are sharing the same venue) is going from strength to strength. The club fundamentals are very sound with many new faces taking up the challenges getting helping hand from Club stalwarts Trevor Stanning, Gerry Hartland and David Flude. Both these clubs are organizing great variety events and running probably the most successful junior coaching program in Victoria. Sometimes up to 7coaches and 60 kids could be seen on Sunday sessions. Without any doubts both Clubs will continue to prosper and we wish them well. Big thank you for lending us helping hand organizing and running many Chess Victoria events at the Club premises! Geelong Chess Club is the main organizer for Australian Championship (Geelong December 27--January 8). We hope to see many players from all over the country supporting our National Championship. Ballarat and Hobsons Bay Chess Club, Ranges and Croydon Chess Clubs---they all have very extensive programs through out the year. In 2011 two new clubs (St Kilda East Chess Club and Prahran Chess Club) had been provisionally affiliated with Chess Victoria. In 2011 we were pleased to appoint our new Secretary a very popular chess identity hard working individual (my Elwood Chess Club teammate). After one year break our long serving Treasurer Trevor Stanning has return to the helm of the Finance. His report had been sent to the Clubs together with other important financial documents. Trevor’s experience and work ethic produced an excellent result. In 2011 CV turn the ship showing a very healthy profit of more than $10000(for full details please see Treasurer Report) 2011 CV executive committee members have participated (and occasionally) won in many chess events around Victoria and elsewhere. I was happy to see a very competitive bidding process for the right to host Victorian Open 2012 and Victorian Juniors Championships 2012. Thanks for submitting your tender documents. The Victorian Teams Championship was in second year running and we have experimenting with format (we had 3 divisions) Division 2 (8 teams) saw a very competitive fight for the top places until the very last round. Congratulations to the new Champions---Noble Park Chess Club Team 2. Box Hill Chess Club Team 2 came second and 2010 Champions Geelong Chess Club third. In Division 1(7 teams) many top Victorian players participated. Congratulations to Melbourne Chess Club Team 1 ---2011 Champions! Second place---Elwood Chess Club. Third place--- Box Hill Dark Horse Team Following 2010 tradition CV executive met regularly through out the year and all minutes of our meetings were promptly published on the local chat board Ozchess.com.au Presidents’ newsletter had been sent to the member clubs. I believe that CV is the most open State chess association in Australia and we will continue to inform chess community about our work. As I have mentioned early on--- the health of junior chess development is the paramount important for the future of our game. In 2011 Victorian School Championships saw increased number of participants. Many coaching companies were organizing CV Zonal events catering for the grassroots of Victorian junior Chess. At the Final stages Chess Victoria have organized 2 Semi- Finals and 4 Finals with 635 kids participated. Here is the Victorian School Championship honors board. Scotch College, Mount View Primary and Deepdene Primary comprehensively won their divisions. MacRobertson Girls School came third. Congratulations to all!! Every year Australian Chess Federation presenting awards in different categories. Attendance & Apologies • The chairman (RdlL) welcomed life members John Kable, Gerritt Hartland & Gary Wastell, as well as club delegates to the meeting. • The chairman (RdlL) outlined the procedures to be applied to the meeting. • Gerritt Hartland stated that he did not have confidence in the objectivity of the chairman and asked for another person to chair the meeting. • The chairman (RdlL) asked if the delegates present wanted him to chair the meeting & as a result he resigned as chairman of the meeting & withdrew his nomination for meeting chairman. • Grant Szuveges stepped in as interim chairman • The interim chairman (GS) called for nominations for chairman for the remained of the meeting. • Gerritt Hartland nominated Geoffrey Keenan for chairman, seconded by NY Wong. Geoffrey accepted this nomination & took the position of chairman. • Apologies were noted from Ian Laurie, Paul Bearup, David Cordover & Malcolm Pyke 3. Adoption of Minutes • Moved David Flude, seconded David Hacche. • The chairman asked for any discussion of the minutes. • Russell de la Lande pointed out an error in the SGM minutes, under section 4. CV Financial report issued • The relevant section was amended to read as follows: o The Chairman ruled that the financial report, sent by e-mail to delegates, had been received too late and was not moved or seconded, although the chairman asked for a mover. There was a motion to defer the financial report for another general meeting for audited accounts to be viewed. Olgberts Bergmanis was to be asked to be the auditor of these accounts. o The second paragraph of the section was to remain unchanged. • Russell de la Lande noted that the previous minutes of the meeting could not be accepted as they were not sent out with the Notice of Motion on November 7. • The chairman (GK) asked the secretary when the minutes were available for delegates to read. The secretary (KS) stated that they had been available online for approximately six months, although they had not been sent directly to delegates prior to the meeting. • The chairman (GK) accepted this & asked the delegates to vote on acceptance of the minutes. • Russell de la Lande moved a dissent motion in regards to this ruling by the chairman (GK). • Geoffrey Keenan vacated the chair while this dissent motion was being considered & Grant Szuveges stepped in as interim chairman. • This dissent motion was based on an interpretation of the Constitution of Chess Victoria (moved Russell de la Lande; seconded David Grenness) • The dissent motion was voted on – 4 in favour (including RdlL & DG), 16 against (5 abstentions) & was therefore defeated. • Geoffrey Keenan then resumed the position of chairman. • The chairman (GK) then asked for the minutes of the previous meeting, as amended, to be passed. 18 in favour, 1 against (DG) (4 abstentions) & the minutes as amended were therefore passed. 4. Annual Reports a. President’s Report • Chess Victoria President Leonid Sandler read his comprehensive written report on the year in Victorian chess. • During this report, the following items were announced or awarded: o Victorian teams had won 3 of the 4 titles at the Australian Schools Teams Championship in Sydney, with Deepdene winning the Primary Open with 20/20, Mount View winning the Primary Girls & Scotch College winning the Secondary Open division. Mac Robertson were third in the Secondary Girls division. o Dusan Stojic was presented with trophies for winning the 2010 Victorian Championship, 3rd place in the 2011 Victorian Championship, as well as his FIDE Master title paperwork. o More Victorian entrants were sought for the upcoming Australian Championships in Geelong. o Various trophies for the 2011 Victorian Teams Championships were presented to the delegates of the winning clubs. o Chess Victoria was the most transparent state chess association in the country, with Executive minutes being regularly published online. b. Treasurer’s Report • The treasurer (Trevor Stanning) outlined the documents that he would be speaking about in his report: the Profit & Loss accounts, the Balance Sheet, the schedule of fees for 2012, a sheet of payments to members of the executive and the Treasurer’s report. • The treasurer noted that the accounting period was from October 1 to September 30, and that the accounts had been audited by Olgbert Bergmanis. • The treasurer gave the audited copy of the financial reports to the secretary & David Grenness asked to see the comments by the auditor, so the secretary read these out to the meeting. • The treasurer noted that Chess Victoria recorded a profit of approximately $10,000 for the financial year. • Cash reserves are in term deposits with Westpac bank, as set up by the previous treasurer David Grenness, and have recently been rolled over. • Clubs are continuing to grow, with many newcomers being drawn to chess. This can in part be seen as a result of the various school competitions available to schools in Victoria, and the recent results from the Australian Schools Teams Championships shows that this is producing the best school teams in Australia. • The treasurer noted the requirements of the licensing system for coaching organisations, and how this allowed for diversity in terms of zonal qualifying tournaments, which was seen as a positive. • The treasurer also noted that the traditional senior events (Victorian Championship, Masters, etc) were in part subsidised by income from schools events, however this was seen as necessary to facilitate the ‘ladder’ of chess progression, from school and junior chess through to senior & elite level chess. • The treasurer then spoke to the Profit & Loss statement, noting the closing date was significant in terms of when moneys were collected & recorded in the statement accordingly. • The treasurer spoke to the Schedule of charges for 2012 & suggested that it may be the time for the delegates to amend the proposed charges if they felt it was appropriate. • David Grenness moved a motion that the cap on licence fee for Chess Victoria zonals should be increased to $200 (seconded Russell de la Lande). • David spoke to the motion, saying that he felt that the various chess coaching businesses were making significant profit from the larger zonal events & the members of Chess Victoria should be entitled to receive an increased amount of this profit as a result. • Russell de la Lande spoke to the motion, saying that it was appropriate for the AGM to decide the fees as there were potential conflicts of interest, with some of the executive members being part of chess coaching organisations themselves, and that he thought an increase in the cap on fees was appropriate. • David Beaumont spoke against the motion, and stated that he felt an increase from $75 to $200 was too much, and that over-regulation of the highly successful junior coaching market may not be the most appropriate course of action, although acknowledging that it may be appropriate to raise the fees in the future. • Trevor Stanning spoke against the motion, and stated that in reality, Chess Victoria provided very little in terms of organisation assistance in running the zonal events, and felt that an increase from $75 to $200 would not be a fair & equitable amount. • David Flude then stated that he wished to make an amendment to the motion, to change the amount of the licence cap from $200 to $100. Gerritt Hartland seconded the motion. • David Flude spoke to the amendment & stated that he felt an increase was appropriate, but that it should be incremental & that an increase to $100 was a suitable increase. • David Grenness then spoke to the amendment, and stated that he accepted the points raised by others that an increase from $75 to $200 may be too much, and that the increase to $100 proposed would be appropriate. • The chairman (GK) then asked for a vote on the amended motion, that the cap on the licence fee for the Chess Victoria school zonal events be increased to $100. 10 in favour, 1 against, other delegates abstained from voting & the amendment was carried. • David Grenness then spoke to the motion & stated that he felt it was appropriate that the licence fee cap be increased & he felt that an increase to $100 was appropriate. • The chairman (GK) then called for a vote on the motion, that the cap on the license fees for Chess Victoria school zonal tournaments in 2012 be $100. 12 in favour, 2 against, 6 abstentions. The chairman declared the motion carried. • The treasurer returned to his report, and spoke to the schedule of payments to executive members for services. • The treasurer explained the breakdown of payments made to executive members for the previous financial year. c. Questions relating to Presidents & Treasurer’s report • David Flude asked the treasurer if the item ‘Licence to run Zonal’ in the Profit & Loss statement was to run the Seniors zonal, but the treasurer explained that it was in regards to Chess Victoria school zonal events. • David Grenness asked the treasurer about the ‘Trade Debtors’ item in the Balance Sheet & the treasurer explained that this referred club affiliation & rating fees that remained unpaid at the end of the financial year, and that most of these had subsequently been paid, so that there were in fact only a few outstanding debts relating to affiliation & rating fees. • David Grenness suggested that the accounts were untrue as he thought there was an apparent discrepancy of approximately $4000, included as an asset that did not have a matching liability, and that the accounts of Chess Victoria were substantially misstated, and were untrue & unfair under the Act. The treasurer responded saying that he would continue to use his accounting practices as he had done in the past (a cash intended method) & that he accepted that there was a difference of opinion in regards to this between himself & Mr Grenness. • Russell de la Lande asked the treasurer if the auditor applied the standards required under the various acts in regards to his auditing methods. The treasurer responded that he was not in a position to audit the auditor and that he was unaware of the particular methodology used by the auditor. • David Grenness stated that he was delighted to see that there was a list of payments made to executive members for services rendered throughout the year, however he expressed his concern that such disclosures may not be enough to comply with the Associations Incorporation Act. David Grenness stated that moneys received by executive members for services rendered at events hosted by clubs on behalf of Chess Victoria should also be disclosed. In response to this, Leonid Sandler stated that he was not an arbiter or organiser of any of the events in question & received no payments. Trevor Stanning also stated that he had received no money from such events, and had in fact ensured that he was not involved with the financials of such bids made by the Box Hill or Canterbury Juniors, and that these items were done by other members of the club. David Hacche stated that he was paid as an arbiter at the Victorian Junior Championships. David Grenness stated that he thought such a payment should have been disclosed, even though they did not go through the books of Chess Victoria. • Gerritt Hartland moved a motion that David Grenness no longer be heard. Frank Cheng seconded this motion. The chairman called for a vote on the motion. 11 for, 3 against. The motion was carried. • Russell de la Lande asked about disclosures relating to school zonal events. He wished to see disclosures relating to the number of events run by the various coaching companies that members of the executive are involved in. • NY Wong asked that the meeting not be bogged down with details about Corporate Affairs issues, and that these should be raised with Corporated Affairs and the executive directly, rather than at the AGM. • The chairman then called for the Annual Reports to be adopted. 19 for, 2 against (including Russell de la Lande & David Grenness), 4 abstentions (including David Flude & David Hacche). Carried. 5. Proposed Chess Victoria Calendar for 2012 • The calendar for 2012 is to be determined by the executive following the AGM. 6. Election of Executive Members • The chairman went through the nominations for the various executive positions as follows: a. President – Leonid Sandler was the only nomination for the position, so he was elected as President. b. Vice-President – Darryl Johansen was the only nomination for the position, so he was elected as Vice-President. c. Treasurer – Trevor Stanning was the only nomination for the position, so he was elected as Treasurer. d. Secretary – Kerry Stead was the only nomination for the position, so he was elected as Secretary. e. Executive Member – Grant Szuveges & NY Wong were the only nominations for the two executive members positions, so were elected as Executive Members. 7. Election of General Meetings Chairman & Auditor a. The President noted that Geoffrey Keenan was the only nomination for General Meetings chairman, so he was elected as General Meetings Chairman. b. The treasurer moved that Olgerts Bergmanis be appointed as Chess Victoria auditor. Gerritt Hartland seconded the motion. Olgberts Bergmanis was elected unopposed as auditor (with 1 abstention). 8. Notice of Motions • The chairman addressed the Notice of Motions. • David Hacche asked that the motions be struck out as they are management issues. • The chairman thought it best to go through the process regarding the motions, as they were put to be decided at the present AGM. a. The chairman called for a mover of the motion. There was no response and the motion therefore lapsed and was not considered. b. The chairman called for a mover of the motion. The chairman stated that delegates could not be removed from the meeting if they have been properly registered as a delegate by their club, however procedural motions could be used to limit the amount of time that a delegate could speak in relation to a matter. • David Flude moved a vote of thanks in the chairman. The chairman thanked the delegates & stated that he would not seek a seconder or vote for the motion. 10. Close of Meeting • The chairman declared the meeting closed at 6:37pm |
