BUT ALL OF THIS ASIDE, THE POINT SEEMS TO BE THAT ARBITERS - WHO HOPEFULLY KNOW WHAT THEY ARE DOING - ARE IMPORTANT. THEN THERE ARE SOME NOT SO GOOD ARBITERS, WHO SHOULD PROBABLY BE THROWN UNDER THE BUS FOR THE GOOD OF EVERYONE.

NOw that you put it that way it makes much more sense. I didn't think that people would not know the rules, but, I guess it isn't much different from golf in that it seems pretty simple but sometimes certain situations arise that need consultation of the rules.
