The ACF Newsletter says:

IM Moulthun Ly

As a result of representations by Greg Canfell, FIDE has now recorded the IM title for Moulthun Ly.
What kind of representations? I thought FIDE awards the title based on merit?

At least two miracles must be officially confirmed - no hang on, I must be thinking of the GM title...
