What I fail to understand is why he tried applying for a permanent residence visa in the 'skilled' category when he presumably could have applied in the permanent resident category of 'distinguished talent' with a much greater chance of success. Anyway, yes, applying under this category would mean you would need someone in the ACF to provide you with a nomination.
