Yes. The beast has the anatomy of an old-boys' club.

If it is your argument that Gletsos should have recused himself because he would be more partial to the NSW bids than the CV bid, then that blanket would have to apply to all NSWCA councillors who sit on the ACF - as well as all Chess Victoria councillors who sit on the ACF.
Exactly right.
Stagnation is a dangerous thing sometimes, and the entire Chess community seems to be clamouring for change, even if they are doing so quietly and politely.
Agreed. However, that is another argument. My point here is that the ACF is infested with vested interests. How can it possible do the "right thing" by Australian chess when the ACF officers are all lobbying for there own state. When it comes to Gletsos, I am targeting him because he is from my state's Association, NSW. I do not want him nobbling my stae for the good of the ACF and I don't think Australian chess is served well by a President who will be voting with one eye for the largest state in the federation.

No state official should permitted be on the ACF.
No ACF official should be permitted to be a state official.

Even politicians are not allowed to serve similtainiously in both state and federal parliaments.

Default Limited Numbers

A very good post by you Matt.

But your premise that no individual sitting on a state chess association should be allowed to sit concurrently on the ACF, while very interesting, likely just can't be achieved.

The fact of the matter is that there are limited numbers of people putting their hand up to do voluntary chess administration, on either the ACF or the state associations. Such limited numbers means that overlap becomes inevitable.

Bollocks.

Letting State officials also sit on the ACF issetting the number of voluteers required at a low level. Allowing it is a set up garrenteed to cause overlap.

In our local football club(s) as well as netball Scouts et cetera, there is a rule: "Have a coach/leader or the team is not registered. In chess we should make the rule "no double positions" and people will be (are!) found.

State bodies should have in their constitution, that unless every position is filled, the bank account is frozen and no events shall be run. That kind of "do it or die" system focuses attention on spreading the load, on finding new help, and thus keeping the adminisration fresh. Remove the current over stretched seat warmers from duel roles and some other bum will find the empty chair.
