Perhaps the problem of inaccurate underrating for juniors could be solved simply by using a hybrid system.

For instance, juniors could continue having their games rated using the Glicko system, but adults should be rated according to the ELO model, or at least have the election to do so. This would limit the damage caused when adults lose to under rated juniors to only 14 points maximum.

I don't know whether anyone has proposed this idea before, but it seems to have some merit.
