Two significant considerations you missed.
- Phil acknowledged his mistake on his own accord demonstrating forthrightness and candour; and
- Phil acknowledged his mistake in an effort to move away from such uncivilness.
As such no banning or other punitive action is necessitated. Indeed, by his actions in addressing his mistake Phil should be commended.
Now how did I just know you would come up with some excuse not to ban him.
As far as I am concerned he may have acknowledged his mistake at the top of his post, but he is clearly trolling in the final part of his post.
