Bollocks.

Letting State officials also sit on the ACF issetting the number of voluteers required at a low level. Allowing it is a set up garrenteed to cause overlap.

In our local football club(s) as well as netball Scouts et cetera, there is a rule: "Have a coach/leader or the team is not registered. In chess we should make the rule "no double positions" and people will be (are!) found.

State bodies should have in their constitution, that unless every position is filled, the bank account is frozen and no events shall be run. That kind of "do it or die" system focuses attention on spreading the load, on finding new help, and thus keeping the adminisration fresh. Remove the current over stretched seat warmers from duel roles and some other bum will find the empty chair.
