Garvin is correct. FIDE changed the rules, so it is now illegal to write the move first and then play the move on the board.
If I were offering a draw, the process that I follow is:
-- make my move on the board
-- say quietly "I offer I draw"
-- press the clock
-- record my move, with an "=" sign after it
