Some moderators on chess chat hold positions with the ACF. However the moderation of material in the CL is very rarely needed. What is more problematic is ensuring the privacy of PMs and CL posts.

It is mentioned in the site rules. Discussion of the lounge is only discouraged that it might lead to problematic behavior like a poster artificially raising their post count through spam-like posts to get access.

ACF officials.
Only some moderators hold roles on the ACF but being a moderator is not part of their ACF roles. In the same way that someone can be a catholic and serve ni the Australian public service.

Yes it is exclusive. That was the intention from the beginning and the reason for the post count requirement. With access comes the responsibility to respect the privacy of others and those who don't or who are unable to manage this responsibility need to be managed. Some repeat offenders are banned.
