The important thing to remember is that MCC has documented these figures, as was indicated by Pano at the MCC AGM. Therefore, MCC cannot under ANY condition be held accountable for any back payment to ChessVictoria in 2010 for any supposed receipt error (not that this action was necessarily going to occur) . The current Chess Victoria Treasurer is suggesting that there is a budget shortage on the ChessVictoria books, and that this was partially due to incomplete documentation in regards to this event. I am just making the point that this is an internal problem for ChessVictoria and has nothing to really do with MCC.

I seem to recall some discussion about this issue at the MCC AGM. The 2009 Melbourne cup weekender has been FIDE rated as indicated by Greg Canfell, which supports your statement. Therefore any potential fallout over the ACF rating fee is ChessVictoria's internal problem.
