In Victoria, the affiliated Clubs all seem to support the official ACF rapid ratings scheme. I am unaware of any other events in Victoria where results are fed into an unofficial maintained rating system.
There is no maintained junior ratings systems to be phased out here.
Still, it all seems rather ironic for MOZ to take such an interest in rapid ratings.

How so, ironic?
Check out the quarterly publication of rapid ratings by the ACF and you will see that consistently the largest users of the national service are the Canterbury Junior Chess Club and the Box Hill Chess Club (both Victorian), and Victoria in general is a clear supporter.
