There are two ways to an IM title. One is more rigourous and demanding than the other.
As a consequence, IM's who earn the title through the more common and difficult method are often regarded in higher esteem by some people, at least initially, than the IM's who earn their title from doing well at a single inter-zonal tournament.
However, as you correctly pointed out with the GM Chandler example, sometimes IM's who have earned their title at an inter-zonal go on to become strong grandmasters.
Is there any similiarity here to how Mike Baron also judges Brian Jones' family titles -that they are soft.
He even challenged the whole family to a simul grudge match to prove his point. You Victorians have spunk!
