There are two ways to an IM title. One is more rigourous and demanding than the other.

However, as you correctly pointed out with the GM Chandler example, sometimes IM's who have earned their title at an inter-zonal go on to become strong grandmasters.

Is there any similiarity here to how Mike Baron also judges Brian Jones' family titles -that they are soft. He even challenged the whole family to a simul grudge match to prove his point. You Victorians have spunk!
