Yes it is quite low for an International Master.
James didn't really earn his IM title the way most IM's do. Most IM's need to have 3 IM norms and a rating above 2400 to be awarded the title. James simply did well in one tournament on the Gold Coast, and on the basis of that result was awarded an IM title.
That's not to take away from his achievement, however, and hopefully once he amasses a few IM scalps on his belt, the IM fraternity will truly view him as one of their own.
