My take on the cause of this is different AO.
The two major events we have just witnessed have been chess promotions by commercial operators. As is the forthcoming Zonal in Queensland.
However, in Victoria the major commercial operator is not onside with national authorities. He attempted to run for the ACF Presidency a few year back and was clean-sheeted in the voting. Since then he has proceeded to further develop events outside the normal title structures.
Whether this is good or bad, or short term or medium term, is not the issue.
What is the issue is where the promotional dollars (on the required scale) reside.
