Wow, I knew very little of that, in spite of having read most rating threads since 2003 (at least).
I don't think you have posted it before.
I can't recall Bill commenting on the comparison of the official system to the home-grown NSWJCL procedure.
I can't recall a NSWJCL post.

So, is the NSWJCL system better? It is certainly cheaper; for them.
