What i mean is there is no coercion involved. Although some states began requiring fingerprinting in order to obtain a license, pretty much a necessity for more things than just driving. But if you see what I mean, it started out a small program of convicted felons and finally grew to contain most of the America public without our knowledge or consent. I mean, theoretically its voluntary, if you lived out in a shack out in the mountains and hunted for your food you could avoid it.
