Yeah, the "plan" is to make it more and more common to recieve microchips for all sorts of reasons to make it appear more and more harmless, until eventually most of the public doesnt object to it. Same fear tactics will be used as to why it needs to be done.. fighting crime, terrorism, drugs, etc... I say plan with "" qoutes because most of the actors involved aren't even aware of it, unsuspecting particpants.
In the U.S. there is no database of fingerprints. But any interaction you have wtih the government gets fingerprinted. Military, booked by the police, govt jobs. And once that happens your in there forever. You would be suprised at the vast majority of the public are now in the database.
They already doing the same with DNA, and most of the public will have their DNA in a central database. Chips are only next on the horizon.
